The federal government would prohibit the funding of sex change operations and other services for transgender people, whether social conservative activists get their way.
There are still sponsor an amendment to the health reform - and can remain in the dustbin of wedge issues are not made - but they are warriors of the commercial culture of the proposal by Republican senators.
The language is written: "None of the funds authorized or appropriated under this act (or a modification by the law) is used to cover any part or portion of the costs of any health plan that includes coverage of" any sex or gender reassignment procedure, surgery related to the sex change, hormone therapy or sex change pre-and post-treatment for a sex change operation.
An aide to Republican Senator said that a public insurance plan could easily end up covering sex-change procedures if it is not specifically prohibited by law.
"It is not difficult to imagine that a new Federal Health Plan developed and implemented by this administration are covered sex reassignment surgeries. All that is not explicitly prohibited in the bill is effective on the table. Most Americans probably would prefer not to pay taxes to subsidize or transsexual surgery, "the aide said.
The advocates of transgender people in mind that it is often difficult for them to obtain medical insurance that covers the needs related to their transition and argue that basic medical care has sometimes been unfairly denied.
"Unfortunately, some insurance companies generally interpret the language of the exclusion of transgender-related care and services to deny coverage of non-transition procedures for transsexuals. Insurers justify such exclusions, stating that their current medical problem is somehow related to their transition, "the Transgender Law Center wrote in a fact sheet posted on its website.
The language of finance iron-ban amendment suggests the kind of ban conservatives want to see in the coverage of abortion in the event of a further exchange of health care includes a government-backed insurance option.
House Democrats say they have a plan to separate federal funds to prevent taxpayer support for abortion services, abortion, but critics say the proposed firewall would not protect the taxpayers foot the project to practice law. In its first iteration, the House version of the health bill does not mention the word abortion - but had significant implications for the availability of insurance coverage for the procedure.
